Dear Justice Rawlins:
Greetings and congratulations on your appointment to the office of Chief Justice of the OECS Supreme Court. May your tenure build on the work already completed by all your predecessors as you seek to succeed in these challenging times.
It is a generally accepted reality that the wheels of justice grind
slowly but surely. Unfortunately, I cannot say that I agree with this
as my experience has led me to disagree.
In September of 2003, a case: Michael Baptiste versus Supervisor of
Elections Victor Ashby was heard before Justice Benjamin who indicated
that he would give his decision shortly.
The case had to do with how we remove names of people from the voter
registration list who are not domicile in Grenada without going through
enumeration. At the time of the filing of this case, there were
approximately 25,000 names on the list which were pertaining to persons
who were either dead or residing abroad.
Elections of November, 2003 came and met us without a judgment. Almost
five years hence and we are yet to receive a decision in that case with
the prospects of facing yet another general election and issues of a
similar nature continue to pop up with our voter registration list.
I am sure Your Lordship would appreciate my genuine concern for this
unresolved matter which could put to rest the many questions which have
arisen in the past and would continue to arise.
I invite your intervention so that judgment could bring a speedy resolution to this long overdue matter.
